André's APL-Group Experience: André has recently been part of the first Curriculum Development and Material Development project for Transnet within the Bulk Terminals arena. André as part of APL-Namibia participated successfully with STC-SA since 2012. This included the deliverance of projects such as, but not limited to: (1) Namibian Ports Authority- Port Efficiency and Compliance (This project included Port of Walvis Bay as well as the Port of Luderitz for Namport); (2) Development of Training Material (across the maritime spectrum); (3) Assessment of Training Material; (4) Research and legal compliancy; (5) Project management activities; (6) Conducted the preliminary assessment of the Namport Port Reform project. (7) He has developed Investment and Technical Models for a Port Concession Model in Ivory Coast. Therefore, APL understands the maritime environment and possesses superior knowledge and understanding and project management expertise within the maritime sector and its training needs. André has also developed Trade and Infrastructure Development Research Projects for International Investment Partners (for Pafuri-Mapinhane (N222) Toll Road, the Maxixe-Inhambane toll-Bridge development and the Nacala Railway and Port Development with A.N.E. (SDE) and C.F.M. respectively) and developing Micro-Economic / Local Economic Development within these Infrastructure Projects. He was the Chief Executive Officer of SADECO Quantum Consulting (Pty) Ltd. Here he develops and establishes strategic and operational divisions of the company in the following areas: Black Economic Empowerment Management, Black SMME Management, Disability Management and International Investment (Foreign Direct Investment) & Trading. As Project Manager: Economic Empowerment (Office on the Status of Disabled Persons) in The Presidency, André developed Economic Policy for Best Practice by SMMEs owned and / or managed by persons with disabilities as suppliers of services in the SMME sector. This ensured that entrepreneurs with disabilities receive the appropriate services in order to succeed. Through this inter-sectoral and inter-departmental coordination, one thousand sustainable job opportunities were created. In addition to this, André is an advisor to Disabled Employment Concerns (DEC) Trust which represents 4.8 million persons with disabilities. In this capacity, he has represented the Trust on various Boards of Directors in Economic Empowerment transactions in the Printing, Communications, Petroleum, Fishing, Transport and Development industries. He has developed operational capacity to create sustainable Debt Equity transactions within shareholding; i.e. Employment Equity, Corporate Social Investment and Procurement / Outsourcing Tools.
